La reforma al artículo 21 de la Constitución, publicada el 31 de diciembre de 2024, establece las bases para que los servidores públicos de la Secretaría de Seguridad y Protección Ciudadana realicen investigaciones de hechos delictivos; esto constituye una oportunidad para el Estado mexicano para luchar contra la impunidad. La modificación del texto constitucional supone un primer paso en la construcción de capacidades en los diversos cuerpos de seguridad existentes en el país. La investigación de hechos delictivos se podrá realizar en la medida en que se cuente con los recursos humanos, materiales, financieros y tecnológicos necesarios para dicha labor. Uno de los retos que se observa es el relativo a la implementación, tarea que deberá ser diligentemente impulsada y posteriormente evaluada con el objetivo de darle mejores oportunidades a la reforma constitucional. El fortalecimiento del Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública mediante la asignación de nuevas tareas y responsabilidades es una de las mejores apuestas que tenemos como Estado, para garantizar una tutela efectiva del derecho a la protección de la seguridad pública de los mexicanos.
The reform to article 21 of the Constitution, published on December 31, 2024, es-tablishes the foundations of the Security and Citizen Protection Ministry public servants to conduct investigations into criminal acts; this represents an opportunity for the Mexican state to fight impunity. The amendment to the constitutional text represents a first step in building capacities within the various security forces in the country. Investigations into criminal acts can be carried out provided the necessary human, material, financial, and technological resources are available. Strengthening the Executive Secretariat of the National Public Security System by assigning new tasks and responsibilities is one of the best options we have as a State to guarantee effective protection of the right to public safety for Mexicans. One of the challenges observed is related to implementation, a task that must be diligently promoted and subsequently evaluated in order to provide better opportunities for constitutional reform.
