This paper aims to analyze the weakening of democracy in Ecuador during the 2007-2008 constituent process, with focus on the troubled relationship between the Constituent Assembly and representative institutions. The investigation outlines the political context of the country prior to the drafting of the new Constitution to understand the scenario of Rafael Correa's rise to presidential power. The article then examines the controversies surrounding the start of the constituent process, emphasizing the relationship between public institutions prior to the Constituent Assembly. Finally, the study focuses on the main measures implemented by the body invested with the exercise of constituent power and their impact on the quality of Ecuadorian democracy.
O artigo tem como objetivo analisar o enfraquecimento da democracia no Equador durante o processo constituinte de 2007-2008, focando na turbulenta relação entre a Assembleia Constituinte e as instituições representativas. O texto apresenta o contexto político do país antes da elaboração da nova Constituição para compreender o cenário da chegada de Rafael Correa ao poder presidencial. Em seguida, o artigo esmiuça as controvérsias que circundavam a deflagração do processo constituinte, destacando o relacionamento entre as instituições públicas antes da Constituinte. Por último, o estudo se debruça sobre as principais medidas adotadas pelo órgão investido no exercício do poder constituinte e seus reflexos para a qualidade da democracia equatoriana.
