Este artículo analiza las decisiones y medidas adoptadas por el go-bierno de Andrés Manuel López Obrador (amlo) en el sector energético en-tre 2018 y 2024, en el marco de su proyecto político conocido como “la Cuarta Transformación” (4T). Estas políticas buscaron colocar al Estado –y a sus em-presas– en el centro del sistema energético mexicano e impulsar un modelo de desarrollo endógeno orientado a recuperar la soberanía energética. En este contexto, el artículo aborda tres preguntas: (1) ¿Qué mecanismos específicos y dispositivos institucionales utilizó la 4T para poner en marcha dicho modelo? (2) ¿En qué medida estas herramientas se ajustan a lo que suele entenderse por “desarrollo endógeno”? (3) ¿Qué tan exitoso fue este enfoque para avan-zar hacia una mayor soberanía energética? El texto ofrece una evaluación de los logros, fracasos y errores de la política energética del sexenio, con base en los objetivos planteados. Por último, se identifican brevemente los múltiples desafíos que esta política hereda a la siguiente administración.
his article analyzes the decisions and measures of the administra-tion of Andrés Manuel López Obrador (amlo) in the energy sector between 2018 and 2024, within the framework of his political project known as the “Fourth Transformation” (4T). These policies sought to place the state—and its enterprises—at the center of Mexico’s energy system and to promote an endogenous development model aimed at restoring energy sovereignty. With-in this context, the article addresses three questions: (1) What specific mecha-nisms and institutional instruments did the 4T employ to implement such a model? (2) To what extent do these tools align with prevailing understandings of “endogenous development”? (3) How successful was this approach in ad-vancing toward greater energy sovereignty? The article offers an assessment of the achievements, shortcomings, and missteps of the administration’s energy policy, based on its stated objectives. It concludes by briefly identifying the multiple challenges this policy leaves to the next administration.
