This study argues for the participatory construction of a National Justice Policy (PNJ) in Brazil, considering the multidimension nature of justice as value, right, power, and public service. The research, theoretical and reflective in nature, employs hybrid democratic theories and the concept of state-society interfaces to support the hypothesis that the process of building conferences, particularly in the healthcare sector, can inspire the formulation of this policy. The objective is to establish the foundations for a PNJ that enhances accountability and strengthens judicial governance, promoting the democratization and legitimacy of the judicial system. The conclusion identifies elements of public conferences that could be applied to involve not only the National Council of Justice but also the Executive and Legislative branches, along with civil society, in the formulation of a PNJ. The proposal seeks to build a more accessible, equitable, and responsive judicial system aligned with the principles of the Democratic Rule of Law.
No presente artigo defende-se a construção participativa de uma Política Nacional de Justiça (PNJ) no Brasil, considerando a multidimensionalidade da justiça como valor, direito, poder e serviço público. Com natureza teórica e reflexiva, a pesquisa utiliza teorias democráticas híbridas e o conceito de interfaces socioestatais para sustentar a hipótese de que o processo de construção de conferências públicas, particularmente da área de saúde, pode inspirar a formulação dessa política. O objetivo é estabelecer bases para uma PNJ que amplie a accountability e fortaleça a governança judicial, promovendo a democratização e a legitimidade do sistema judiciário. Conclui-se que elementos das conferências públicas podem ser aplicados para envolver não apenas o Conselho Nacional de Justiça, mas também os Poderes Executivo e Legislativo e a sociedade civil na formulação de uma PNJ. A proposta visa a construção de um sistema judiciário mais acessível, equitativo e responsivo, em conformidade com os princípios do Estado Democrático de Direito.
