Una de las características de la reforma fue su espíritu democrático y de participación popular. Tanto en las discusiones dentro del Constituyente de 1856 como en la Constitución de 1857 se observa que los diputados se preocuparon por tener mecanismos de participación del pueblo. Así debe entenderse la inclusión de la elección de los magistrados de la Corte Suprema de Justicia. El ejercicio electoral fue llevado a cabo en 1857. Para la prensa conservadora fue difícil su realización; para la liberal fue un ejercicio que reflejaba la voluntad de la nación. Sin embargo, para diciembre de ese año el máximo tribunal del país fue compuesto por miembros electos popularmente.
The main characteristics of the Reform were its democratic spirit and civil participation. In the discussions held during the Constituent Congress of 1856 and in the Constitution of 1857, it was observed that the deputies were concerned with ensuring procedures for citizen participation. This is how the inclusion of the election of the judges of the Supreme Court of Justice should be understood. The electoral exercise conducted in 1857, according to the conservative press was difficult to enact, as for the liberal press it was an exercise that reflected the will of the nation. However, by December of 1857, popularly elected members constituted the country’s highest court.
