Una de las características que ha definido el desarrollo del proceso de integración europea ha sido la evolución de su sistema legislativo. De un modelo en el que el órgano representante de los Estados miembros tenía toda la capacidad de decisión se ha evolucionado a un reparto del poder normativo entre el Consejo y el Parlamento Europeo, con rasgos propios de un modelo legislativo bicameral. El presente texto describe dicha evolución y analiza el papel del Parlamento Europeo como legislador de la UE hoy día.
One of the characteristics that has defined the development of the European integration process has been the evolution of its legislative system. From a model in which the representative body of the Member States had all the decision-making capacity, it has evolved to a distribution of regulatory power between the Council and the European Parliament, with features typical of a bicameral legislative model. This text describes this evolution and analyses the role of European Parliament as legislator of the EU today.
