Social partners have already started to introduce negotiated rules on some institutions of the Act 276/03, which the piece of legislation which enforced a challenged reform of labour market in 2003. Up to now social Partners have could reach agreements on the topic of "inclusion contracts", partly in order to guarantee minimum levels of training, partly to limit the substitutive power of the Ministry of Labour.
