La Oficina Judicial en el Estado de Derecho, es fruto del interés del Consejo General del Poder Judicial, para modernizar la estructura y funcionamiento de los Juzgados y Tribunales. El CGPJ en 1977 elaboró el Libro Blanco de la Justicia donde se daban las indicaciones necesarias para recobrar el prestigio de los Juzgados y Tribunales, cuyo fin era despejar la congestión de asuntos ante la falta de medios materiales y humanos en las sedes judiciales. Con los mismos fines se hizo el Pacto de Estado para la Reforma de la Justicia en 2001 entre Gobierno y Oposición. Fruto de ambos textos, Libro Blanco y Pacto de Estado fueron las leyes Orgánicas, una la de 6/1985 de 1 de julio, la otra la 19/2003 de 23 de diciembre, que dieron origen a la Oficina Judicial moderna.
El propósito de este artículo en primer lugar es resaltar los orígenes de la Oficina Judicial moderna.
En segundo lugar, conocer su Fundamento, que no es otro que el de servir a la Justicia en general y a los órganos juzgadores: Jueces y Magistrados, a través de su estructura como son los Servicios Comunes Procesales. En tercer lugar descubrir desde este artículo el corazón de la misma Oficina que es el Servicio Común de Ordenación del Procedimiento, donde se preparan exhaustivamente todos los expedientes y asuntos. Y, en cuarto lugar, saber acerca de las nuevas tecnologías, cual son, la digitalización total, los soportes audiovisuales, y la introducción de la Sede Judicial Electrónica.
El resultado final de la Oficina Judicial nueva es su implantación en todo el territorio del Estado Español y su exportación a Colombia, de lo que se infiere un trabajo extraordinario en calidad y agilidad en la resolución de asuntos judiciales.
The new Judicial Office in the Spanish rule of law is the result of the significant effort of both the General Council of the Judiciary (Spanish: Consejo General del Poder Judicial, CGPJ), and the Spanish Society, to modernize the Justice Administration, which required considerable organizational restructuring due to the decadence in which it was immersed since 1977. The two pillars on which the new Judicial Office has been built are the White Book of the Justice, elaborated in 1977 by the CGPJ, and the State Pact for the Reform of the Justice signed in 2001 by the Spanish Government and the Opposition Party.
In this manuscript we present a comprehensive review of the most important aspects of the New Judicial Office. We will start revising its origins, as well as discussing the situation in which the Justice Administration was immersed from the 1970’s to the beginning of the XXI century that urged to its renovation. We will continue describing the New Judicial Office: its purpose, structure, organization, and the process of implantation in the Kingdom of Spain and in Colombia. We will end discussing about the new technologies in the Judicial Office, and the development of the Electronic Judicial Office.
