Calidad y excelencia son dos conceptos estrechamente relacionados en el ámbito de la evaluación de la actividad investigadora y la selección del profesorado universitario.
La aprobación de la LOSU ha obligado a realizar cambios en el sistema de acreditación y acceso a los cuerpos docentes universitarios a fin de incorporar diferentes innovaciones, centradas en elementos clave como qué perfiles deben acreditarse, cómo se regula la composición de las diferentes comisiones encargadas de la evaluación y, de manera especial, cuáles los criterios y méritos exigidos para obtener una resolución favorable.
En este trabajo ofrecemos una visión de conjunto del nuevo programa de acreditación de la ANECA surgido tras la aprobación del Real Decreto 678/2023, de 18 de julio; así como de los méritos y competencias evaluables, que siguen las orientaciones del movimiento internacional de reforma de la evaluación de la investigación.
Quality and excellence are two closely related concepts in the field of the evaluation of research activity and the selection of university teaching staff. The approval of the LOSU has forced changes in the system of accreditation and access to university teaching bodies in order to incorporate different innovations, focused on key elements such as which profiles must be accredited, how the composition of the different commissions in charge of the evaluation is regulated and, especially, which criteria and merits are required to obtain a favorable resolution. In this paper we offer an overview of ANECA’s new accreditation program that emerged after the approval of Royal Decree 678/2023, of July 18; as well as of the merits and competencies that can be evaluated, which follow the guidelines of the international movement for the reform of research evaluation.
Kalitate eta bikaintasun kontzeptuak estu-estu lotuta daude ikerketaren ebaluazioaren eta unibertsitateko irakasleen hautaketaren esparruan.
Unibertsitate Sistemaren Lege Organikoa onartzearekin, aldaketak egin behar izan dira unibertsitateko irakasleen kidegoetarako akreditazio-eta sarbide-sisteman, batez ere berritu beharreko ardatz nagusi hauen inguruan: zer profil akreditatu behar den, ebaluazioaz arduratzen diren batzordeen osaera nola arautu behar den eta, bereziki, zer irizpide eta merezimendu eskatu behar diren ebazpena aldekoa izan dadin.
Lan honetan, uztailaren 18ko 678/2023 Errege Dekretua onartu ondoren sortutako ANECAren akreditazio-programa berriaren ikuspegi orokor bat eskaintzen dugu, eta horrekin batera, ebaluatu beharreko merezimendu eta konpetentziena, zeinek ikerketaren ebaluazioaren erreformarako nazioarteko mugimenduaren jarraibideak segitzen baitituzte.
