La presente investigación se enfoca en la inclusión laboral de personas con discapacidad en el estado de Puebla, México, desde una perspectiva de derechos humanos. La metodología utilizada parte del enfoque cuantitativo y cualitativo socio-jurídico, buscando con ello realizar un análisis holístico. Se propone establecer una cuota mínima del 5% para la inclusión de personas con discapacidad en el sector público a nivel nacional. En Puebla, se sugiere aumentar dicha cuota al 9%, acorde con la proporción de personas con discapacidad en la entidad. La evidencia empírica muestra que de las 51 instituciones a las que se solicitó información, solo el 56.86% reportó tener al menos una persona con discapacidad en su plantilla. La investigación ofrecerá un aporte para el diseño e implementación de políticas públicas con un enfoque especial y diferenciado.
This research focuses on the labor inclusion of people with disabilities in the state of Puebla, Mexico, from a human rights perspective. The methodology used is based on the quantitative and qualitative socio-legal approach, based on requests for public information made through the transparency portal in Mexico, as well as on the search, review and analysis of legal regulations, government reports and research that consider the human rights of people with disabilities. It is proposed to establish a minimum quota of 5% for the inclusion of people with disabilities in the public sector at the national level. In Puebla, it is suggested to increase this quota to 9%, in accordance with the proportion of people with disabilities in the state. Empirical evidence shows that of the 51 institutions to which information was requested, only 56.86% reported having at least one person with a disability in their staff. The research will offer a contribution to the design and implementation of public policies with a special and differentiated approach.
