Este artículo examina en profundidad el marco legal y práctico de la acogida de solicitantes de asilo y refugiados en la Unión Europea, centrándose en los cambios introducidos por la Directiva 2024/1347/UE. La primera sección analiza el alcance de las disposiciones de acogida establecidas por esta Directiva, detallando las condiciones materiales y explorando la obligación de garantizar un nivel de vida adecuado en consonancia con el Derecho de la Unión. Asimismo, se plantea una perspectiva crítica sobre la compatibilidad del sistema de acogida actual con el artículo 24 de la Carta de Derechos Fundamentales de la Unión Europea. En el contexto de la guerra en Ucrania, el artículo aborda la activación de la Directiva de protección temporal de 2001 y las ayudas y prestaciones que esta normativa otorga a los solicitantes de asilo. Se examina también la respuesta implementada en España ante la llegada masiva de desplazados ucranianos, con especial atención a las medidas adoptadas por el gobierno central y ejecutadas por las Comunidades Autónomas.

This article takes an in-depth look at the legal and practical framework for the reception of asylum seekers and refugees in the European Union, focusing on the changes introduced by Directive 2024/1347/EU. The first section analyses the scope of the reception provisions established by this Directive, detailing the material conditions and exploring the obligation to ensure an adequate standard of living in line with EU law. It also takes a critical look at the compatibility of the current reception system with Article 24 of the Charter of Fundamental Rights of the European Union. In the context of the war in Ukraine, the article discusses the activation of the 2001 Temporary Protection Directive and the assistance and benefits that this legislation provides to asylum seekers. It also examines the response implemented in Spain to the massive arrival of displaced Ukrainians, with special attention to the measures adopted by the central government and implemented by the Autonomous Communities.
