El desarrollo sustentable es un concepto que, por estar ligado a los derechos humanos, ha generado tratados internacionales vinculantes (hard law), legislación nacional e instrumentos internacionales (soft law). Este trabajo describe y analiza el camino que recorrió el concepto desarrollo sustentable, desde su creación en la esfera internacional, la asimilación en el marco normativo nacional y, finalmente, en la materialización en políticas municipales. Se parte desde la gestación en el Programa de Naciones Unidas para el Medio Ambiente, luego se observa cómo fue asimilado en el marco normativo nacional y las políticas públicas nacionales y estatales, y cómo se traducen en Toluca, a través de las políticas municipales y la medición de sus efectos por medio del Índice de Desarrollo Humano Municipal y el Índice de Capacidades Funcionales Municipales. Se observa, finalmente, la materialización con algunas acciones tomadas por el gobierno municipal.
Sustainable development is a concept that, being linked to Human Rights, has generated binding international treaties (hard law), national legislation and international soft law instruments. This paper describes and analyzes the path followed by the concept of sustainable development, from its creation in the international sphere, to its assimilation in the national regulatory framework and finally to its materialization in municipal policies.
It starts from the gestation in the United Nations Program for the Environment, then it is observed how it was assimilated in the national normative framework and the national and state public policies and how they are translated in Toluca, through the municipal policies and the measurement of their effects, by means of the Municipal Human Development Index and the Municipal Functional Capacities Index. Finally, the materialization is observed with some actions taken by the municipal government.
