La búsqueda de mayor control y transparencia sobre la actividad política de los representantes públicos ha sido una constante desde la catarsis que supuso el 15M en el contexto político español. La desviación provincial de un Senado concebido nominalmente como cámara de representación territorial ha dado lugar a diferentes estrategias para el reforzamiento del papel de las Comunidades Autónomas. La STC 123/2017, de 2 de noviembre, pone fin al último de estos intentos por reforzar este vínculo con una interpretación que nos aboca a un punto muerto en la reforma de una institución que permanece congelada en un momento preautonómico.

Abstract: The search for greater control and transparency over the political activity of public representatives has been a constant since the catharsis that 15M represented in the Spanish political context. The provincial deviation of a Senate nominally conceived as a chamber of territorial representation has given rise to different strategies to strengthen the role of the Autonomous Communities. STC 123/2017, of November 2, puts an end to the last of these attempts to reinforce this link with an interpretation that leads us to a stalemate in the reform of an institution that remains frozen in a pre- autonomous moment.
