La Hacienda Pública es un componente constitucional lo que supone reconocer que existen normas a nivel legal y constitucional que deben replantearse. Así, tomando como partida el principio de sostenibilidad financiera, que orienta la gestión de las finanzas al corto y largo plazo, resulta necesario replantear los compromisos presupuestarios a nivel constitucional correspondientes a Educación, Fondo Especial para la Educación Superior, Contribución Estatal a partidos políticos y Poder Judicial, con el fin de armonizar las disposiciones constitucionales entre sí.
