  The relationship between citizens and public financial governance is nothing new, as it has been bitterly debated since the Age of Enlightenment, when the concept of citizenship was built. Today the question is being asked in the context of an environment marked by the metamorphosis of our society which over the past forty years, has witnessed the State, and the public sector in general undergo a deep transformation.

  Le sujet relatif aux rapports entre citoyenneté et gouvernance financière publique n' est pas nouveau, ayant été âprement débattu au temps du siècle des Lumières, au moment où se bâtissait le concept de citoyenneté. Il se pose aujourd'hui dans le cadre d' un environnement marqué par une métamorphose de notre societé qui, en quarante années, a vu l' État, et le secteur public en général, se transformer en profondeur.
